An algorithm for the automated verification of land reclamation monitoring data reliability

The reliability of melioration monitoring data sets the accuracy limit of any conclusion derived from it. The paper examines a defect type arising when values from a previous reporting period are copied forward. Such records pass all standard spatial data quality checks — they are complete, physically plausible, logically consistent and correctly georeferenced — and their only signature is statistical. A five-track control algorithm is proposed whose core element is the ratio of unique values to the number of measurements (index U). The algorithm was tested on 2009–2024 monitoring data from Marhamat district, Andijan region, and revealed three independent defects: a mineralisation series in which all 179 values are identical (U = 0.006 against 0.62–0.69 in preceding years); repetition of groundwater depth values across three pairs of years; and nine aggregate records without coordinates in the 2024 series. Removing the latter raised the share of wells in the critical zone from 37.6 to 38.3 %, showing that the defect made the situation appear more favourable than it is. A data reliability regulation is proposed.
